Weatherization makes changes to an existing residence so it's more energy efficient and is more comfortable for residents. These changes include insulation to the attic, walls, floor ducts and exposed pipes. Provide ventilation fans. Stop air infiltration with weather stripping and sealing attics and floors. Tune up and repair furnace or heating unit when necessary. Eligibility Requirements: Homeowner annual income below 200% of poverty level. Or landlord agreement.

Community Action Connections is a private non-profit social service agency providing a variety of services to low-income individuals and families throughout Benton and Franklin Counties.

Most of the programs and services provided by this department are limited to households with an average income at or below either 125% or 150% of the current poverty guideline in effect.

Depending upon the specific assistance requested, various and differing types of documentation and verification will be required of you and all members of your household in order to determine eligibility for the specific type of services or assistance you have requested.

Low Income Home Energy Assistance Program (LIHEAP)

Low Income Home Energy Assistance Program is a federally funded program for qualified households that provides a one-time benefit (per program year) to assist with heating costs. LIHEAP provides assistance to qualified low-income households in Benton and Franklin Counties.

Beginning November of each year, CAC will provide Registry forms as the first step to determine if a household is eligible for energy assistance.  Each household must complete a form for current LIHEAP cycle; registry forms from past years cannot be used.

Helping Hands-Funds are donated by local community members through their utility statement and collected through their utility companies. Funds are disbursed to CAC in which recipients must be below 150% of the poverty level, pend disconnection or have been disconnected for non-payment.

Following utility companies provide this program to their customers: BENTON PUD, FRANKLIN PUD, BIG BEND ELECTRIC, CITY OF KENNEWICK and CITY OF RICHLAND

Cascade Natural Gas provides to distinctive programs to their customer such as the Washington Energy Assistance Fund (WEAF) and the Winter Help Program, these programs are provided to assist low-income customers with their utility bull assistance.

Senior and Disabled Discounts-Discounts are provided through local utility companies for low-income senior and disabled customers. Qualifications vary from utility company to utility company. Senior and Disabled discount applications are made available at local utility companies listed below: BENTON PUD, FRANKLIN PUD, CITY OF RICHLAND, CITY OF PROSSER and CITY OF CONNELL.

KID and its donating customers offer this assistance for income-eligibile customers who need help to pay their irrigation assessments.  This is a grant program and households must be at or below 50% Area Median Income as determined by Benton Franklin Community Action Connections.
