CAC has a variety of funding sources for housing assistance each with its own set of eligibility criteria.
All programs at a minimum require documentation that the household lacks both of the following.
- Sufficient financial resources and
- Support networks to obtain/retain housing

Housing Assistance
CAC has a variety of funding sources for housing assistance, each with its own set of eligibility requirements. Services are not guaranteed and subject to funding availability.
Must be referred from HRC for programs listed
- Bateman & Choices
Permanent Supportive Housing Program for chronically homeless individuals. Applicants must be literally homeless, meet HUD’s chronic homeless definition, and have a documented disabling condition
- Tenant Based Rental Assistance (TBRA)
Transitional Housing Rental Assistance (minimum 91 days to maximum 24 months) for families with children. Applicants must be literally homeless or at-risk/at-imminent risk of homelessness and the household must include minor children or a pregnant female
- Young Adult Housing Program (YAHP)
Provides a variety of assistance for Young Adults(18-24) including:
short-term or medium-term rental assistance to rapidly re-house or to assist those who are literally homeless or at-risk of homelessness.
- HOPWA/REACH
Assistance to support activities that address the housing needs of
persons living with HIV/AIDS and their families. Which may also
include: application fees, first month rent/deposit, short-term rental, mortgage, and utility assistance (STRMU) as well as Tenant Based
Rental (TBRA). Applicants must be a resident of Benton, Franklin,
Walla Walla, Columbia, Garfield, or Asotin County. Services provided are based on each eligible household’s needs to support housing stability and improve their access to healthcare and supportive services (SS).
- Housing and Essential Needs (HEN)
Eligibility is determined by DSHS.
Assistance provided may include: rent/deposit, essential needs,
transportation, and utility assistance to eligible participants. Applicants must be a resident of Benton or Franklin County.
- EFH/TANF
TANF eligible families with children that are at-imminent risk or
currently experiencing literal homelessness and lack the financial
resources and support networks to either maintain their current housing or obtain subsequent housing.
- CHG
Rental assistance to rapidly re-house individuals and families that are
at-imminent risk or currently experiencing literal homelessness and lack the financial resources and support networks to obtain subsequent
housing. Provides a variety of assistance, including; deposit assistance, and up to nine (9) months of rental assistance.
- CDBG
Applicants must be a resident of Benton City, West Richland, Prosser, Connell, Mesa, Basin City or Kahlotus.
Provides a variety of assistance, including; first month rent/deposit,
short-term rental assistance, application fees, transportation, and utility assistance to eligible participants.
